One of the most important actions to helping the over populated island is to spread the word to spay and neuter.  If someone is opposed to cutting the balls off their male dog, ask them to work with their neighbors to fix all the female animals in the neighborhood.   You can not always change a deep rooted (ignorant) believe ... so work with it and be creative!

Contact your local Puerto Rican Animal Rescue group as many offer very low discounts for sterilization.

Also please set some food and water out when you visit Puerto Rico and write to the Puerto Rican Tourism Association and the Governor of Puerto Rico - express your concern that the island government help their animals too.
